Resume of Dean Stelow

How I Can Help

Helping organizations extend the life of business-critical .NET applications while planning a practical path forward.

I provide part-time, remote consulting to help organizations maintain, enhance, modernize, and extend Microsoft .NET applications, especially ASP.NET WebForms and .NET Framework systems that remain valuable but are increasingly difficult to support. My focus is on reducing technical risk, improving maintainability, delivering new features, resolving difficult technical issues, using AI/LLM tools to accelerate development and validation, and planning gradual migrations to modern .NET.

My work combines hands-on software development with senior technical advisory services. I partner with software developers, technical leads, CTOs, and business leadership to evaluate technology options, improve engineering practices, adopt AI-assisted development workflows, improve Azure DevOps and deployment processes, and coordinate effectively with third-party security and compliance specialists.

With more than 30 years of experience as a Senior .NET Developer, Technical Advisor, CTO, and independent consultant, I bring a practical, production-focused approach to complex systems and modernization efforts.

Consulting Specialties

  • Legacy ASP.NET WebForms and .NET Framework applications
  • Practical modernization strategies for legacy .NET applications

  • Senior technical advisor for CTOs, technical leads, and development teams
  • AI-assisted software development workflows, including GitHub Copilot, Claude, and ChatGPT

Clarity Group, Chicago, IL (via Nordev LLC), remote

Senior .NET Developer & Technical Advisor May 2021 - May 2026

Served as lead developer on EventsModuleWeb, a legacy ASP.NET WebForms (.NET Framework 4.8) application powering Clarity Group’s Healthcare Safety Zone® platform — a HIPAA-compliant SaaS solution used by healthcare institutions to document and manage patient safety incidents.

  • Served as special technical advisor to the CIO on security strategy, Azure DevOps CI/CD adoption, and architectural performance improvements
  • Drove adoption of AI/LLM tooling (Copilot, Claude) across development and testing — automating test planning with QA, accelerating security validation, and cutting feature/bug-fix delivery time by roughly half
  • Used AI-assisted development to begin de-risking an eventual migration off legacy .NET Framework, decomposing monolithic page logic into reusable components ahead of Microsoft’s end-of-support timeline
  • Delivered new features and resolved complex user-reported issues across a highly configurable, large-scale legacy codebase

    • The React site is bundled with Webpack, and output files are deployed embedded in ASP.NET Core MVC gateway app to handle initial security concerns and hosting. Uses modern JavaScript (ES6), Redux to manage that state, and implementation follows standard conventions and best practices .
    • Wrote a separately deployed ASP.NET Core WebAPI site exposing a set of APIs designed for use by multiple custom front-ends built in-house or by customers themselves (including this React app). Used CORS headers for cross-origin HTTP requests.
  • Migrated from SQL Server Reporting Services (SSRS) to a C# - ASP.NET web application utilizing JavaScript, jQuery, datatables, Highcharts and EPPlus to create several dynamic embedded HTML reports along with an Executive Summary Excel Workbook export.
  • Created Test/Demo apps in C#, Razor and .NET Core for clients to test web services with a variety of xml document request messages for both Web HTTP-REST WebAPI services and legacy C# .NET XML/SOAP web services.
